Czech Republic is beginning to recognize the role of biomethane

From our perspective, biomethane is a key element of the energy transition: it helps utilize waste efficiently, contributes to reducing greenhouse gas emissions, increases energy self-sufficiency, and offers new opportunities for rural areas and agriculture.

The Ministry of the Environment, together with the Ministry of Industry and Trade, the Ministry of Agriculture, and the Ministry of Transport, has introduced the Action Plan to Support the Development of Biomethane Use, which defines specific measures for the period up to 2030.

What proposals does the Ministry bring to support biomethane?

  • Operational support in the form of an auction bonus.
    This bonus will be provided to biomethane producers monthly, based on the energy produced in the form of biomethane. The reference auction price, i.e., the auction bonus, will be set in CZK per megawatt-hour and will remain fixed for 15 years. From our perspective, a very important provision is that the operational support includes the possibility of regular indexation, as set by a decree.

  • Guarantees of origin and sustainability criteria that will simplify biomethane trading and its recognition toward the fulfillment of European RED III targets. An important element here is the separation of the physical gas flow from the certification flow of documents, which should simplify the entire biomethane trading process while keeping the system fully aligned with European legislation.

  • Investment and operational support for new and modernized plants.
    As part of efforts to develop renewable energy sources, investment support for biomethane production and infrastructure will be provided through the GREENGAS program, financed from the Modernization Fund. GREENGAS support applies not only to the construction of new biogas plants and biogas upgrading units to biomethane but also to infrastructure for the transport, storage, and distribution of renewable gases. Calls for funding under OP Environment (OPŽP) and OP TAK also remain in place.

  • Development of biomethane use in transport, especially in the form of bioCNG and bioLNG.
    The increase in biomethane demand should be driven both by the gradual increase in the minimum share of renewable gases in the volume of fuels sold and by planned subsidies for the acquisition of trucks and buses running on bioCNG or preferably bioLNG. The Action Plan also considers the construction of biomethane liquefaction facilities (bioLNG production), aiming to diversify sources of liquefied gas for the domestic market, shorten transport distances to fueling stations in the Czech Republic, and increase the reliability and quality of LNG supplies.

  • The Action Plan also addresses the potential use of captured CO₂ from biogas.
    While it currently contains no concrete measures, we appreciate that the plan’s authors acknowledge this topic, which resonates strongly abroad. Utilization of captured CO₂ offers opportunities in synthetic fuel production, food processing, and greenhouse operations.
