UDB is a bit like the Yeti. It is talked about a lot, but few have seen it, yet its impact on the business of companies in the biofuels industry will be enormous and it is about to start. Therefore, we have extracted the most important information for our customers from the little that currently exists about UDB.
- What is UDB?
The Union Database (UDB) is a platform developed and managed by the European Commission. Given that the aim of RED II is to increase traceability in the supply chain of biofuels and bioliquids in the transport sector, the Union Database was developed to meet these needs. In practical terms, this means that the database is intended to replace the existing paper-based proof of sustainability.
- Who is obligated to use UDB?
UDB is valid for certified companies under all voluntary certification schemes approved by the EC. In our case, these are primarily ISCC EU, KZR INiG, and REDCert. This system is not limited to the EU and its validity is worldwide. The obligation to use the system will apply to all companies involved in the production chain of liquid and gaseous biofuels. This obligation does not apply to the processing chain for heat and electricity production. However, for gaseous and liquid fuels, this applies to all companies that have at least one of the following areas in scope:
- First collection points (agricultural biomass and waste/residues)
- Traders of raw materials or intermediates (with or without storage)
- Processing units (FAME, EtOH, HVO, biomethane, oil presses...)
- Traders of final fuel The use of UDB does not apply to places of origin, that is, those who issue "own declarations" for their material. However, from the first collection point onwards, everyone in the supply chain is covered.
- Since when is the obligation to use UDB in effect?

From the table, it follows that the entire chain of liquid biofuels should start from April, however, its introduction depends on your certification scheme. As far as I know, none of the schemes have issued a timetable for when individual companies should join the system. Additionally, according to the rules, certification agencies should be the first to join the system, and as far as I know, they are not yet connected to the system either.
- When do I have to start using UDB?
The exact date when it is mandatory to use UDB is not yet known, but the system's validity is worldwide. The company will receive an invitation from their certification scheme to join the UDB system, and then they can register through the link and see their company's information in the UDB system. The certification scheme is responsible for verifying the information, and after registering with the system, the company records the initial stock levels on the date when the system starts using it.
